Private/Public Partnership: Estimate of City Costs


The development of Parcel B, the vacant lot between the Borden Creamery and Mountain Town Station, is incumbent on the successful renovation and occupancy of the Creamery. The City and the developer, J.E. Johnson, have come to understand that the only way to meet the overall economic development goals and save the historically significant structure is to enter into a public/ private partnership on Parcel A, the Creamery site.

The proposal calls for J. E. Johnson, the developer, to transfer the renovated site to Central Michigan Development Group LLC which will establish a building condominium with two legally defined interior units. The City will purchase one of the units, referred to as a “shoebox”, of approximately 28,600 square feet. The exterior of the building will be owned by Central Michigan Development and leased to a non-profit organization for a period of five years so that Central Michigan Development can qualify for the historic renovation tax credits that add to the feasibility of this project. Using today’s construction costs the City’s purchase price will be approximately $3.5 million. Total renovation cost is estimated at $5.3 million.
